Supply Chain Manager

The Supply Chain Manager will lead the end-to-end assessment, scoping, procurement and partnership management with an external warehouse and logistics provider to transform the healthcare supply chain for pharmaceutical products and consumables.  Working closely with Procurement, Warehouse and Logistics Provider, you will help to set up and oversee the end-to-end pharmaceutical supply chain operations across our integrated healthcare cluster, ensuring the seamless availability of pharmaceutical products to support patient care across NHG hospitals, polyclinics, specialist centres and associated healthcare facilities.  By effectively managing the processes, you will help the institutions improve efficiency, reduce costs, enhance demand planning and supply resiliency. 

 

1.Strategic Planning and Operations Managment

i.        Lead the scoping and requirements definition for centralised warehousing, distribution and logistics services for NHG.

ii. Develop and implement comprehensive pharmaceutical supply chain strategies aligned with the cluster's clinical and operational objectives.

iii. Forecast demand across all facilities, optimising inventory levels, and to establish processes ensuring mediation availablity whilst minimising waste and expiry.

iv. Continuously evaluate supply chain performance metrics and implement improvement initiatives to enhance efficiency, reduce costs and strengthen service delivery.

 

 

 

 

 

 

 

2. Procurement and Vendor Management

  1. Manage implementation and ongoing partnership governance, including issue escalation and continuous improvement

 

  1. Manage relationships with ALPS and pharmaceutical suppliers to secure reliable supply at competitive prices.
  2. Negotiate contracts and service level agreements, evaluate vendor performance regularly, and maintain a diverse supplier base to mitigate supply risks.
  3. Monitor market trends, pricing fluctuations, and potential supply disruptions to proactively address challenges.

 

3. Regulaory Compliance and Quality Assurance

  1. Ensure all pharmaceutical supply chain activities comply with relevant regulations including Good Distribution Practice, Workplace safety and health, including the Health Products Act and guidelines from the Health Sciences Authority (HSA).

 

  1. Ensure logistics provider maintains proper storage conditions, cold chain management, documentation and traceability throughout the supply chain, and coordinates with quality assurance teams to address product recalls or quality issues promptly.

 

 

 

 

4. Inventory and distributin Management

  1. Oversee pharmaceutical inventory at the logistics hub, implement efficient distribution systems to ensure timely delivery to all facilities, managing central and satellite pharmacy stores, and utilising inventory management systems to track stock levels, expiry dates, and usage patterns.

 

  1. Establish protocols for emergency medication procurement and implement measures to prevent stockouts of critical medications

 

 

 

 

5. Stakeholder Collaboration and Leadership

      i.        Collaborate with pharmacists, medical staff, finance teams, and facility managers to understand needs and align supply chain operations accordingly.

 

    ii.        Lead and develop the supply chain team, foster a culture of continuous improvement, and serve as the primary point of contact for pharmaceutical supply chain matters across the cluster.

 

 

 

 

  1. Education/Training/Experience

 

      Candidates must possess

  • A bachelor's degree in supply chain management, pharmacy, business administration, or a related field, with at least 8 years of progressive experience in pharmaceutical or healthcare supply chain management.
  • A minimum of 5 years in a managerial or supervisory capacity is required, along with demonstrated experience managing supply chains across multiple facilities or locations.
  • Strong knowledge of pharmaceutical products handling standards
  • Familiarity with Singapore's healthcare regulatory environment and HSA requirements
  • Experience with warehouse transformation or 3PL partnership projects.

  1. Analyse data to monitor effectiveness of events and uptake of services.
