Sr/Engineering Asst (Electrical), Facilities Management (3 Year Contract)

Broad Function

The Senior/Engineering Assistant (Electrical) shall reports to the Senior Engineer and assist in the execution and management of FM services, such as operation, maintenance, modification, replacement and etc activities under Electrical Engineering services and non-clinical equipment.  In addition, the incumbent shall provide support to audit and monitor the prescribed KPIs of the maintenance services rendered by the specialist vendors and outsourced maintenance service provider.   To support, implement and manage as necessary in cyclical and improvement projects by both the department and hospital.

 

Key Responsibilities and Duties

 

Specific

Pre-Hospital Opening

  • To assist senior engineer or manager in the construction inspection work, participate site acceptance, and system testing & commissioning activities.  To validate system performance in meeting operation, reliability, maintainability and supportability requirements.  To manage handing and taking over of facilities, material, documentation ready for user ops set up and leading to hospital open.  
  • To assist senior engineer or manager to plan operation set up, develop processes and instructions manual, implement maintenance & support plans, configuration change management for the sustenance systems and equipment delivered. 
  • Assist to provide technical support for project management undertaken by external consultants appointed by the hospital.

 

Post Hospital Opening

  • To assist senior engineer or manager in overseeing preventive & corrective maintenance scheduling & coordination work. Manage Maintenance Agent or Specialist Contractor day-to-day works for electrical system such as High Tension Panels, LV Main Switchboard, Emergency Main Switchboards, Transformers, Uninterrupted Power Supply (UPS), Generators, all Sub-boards/Emergency Sub-boards and etc.
  • To assist senior engineer or manager to oversee the performance of outsourced maintenance service provider and specialist vendors to ensure good maintenance standards are maintained and planned PM schedules are met.
  • Ensure prompt service recovery for any breakdown of equipment and systems to minimize disruption to hospital service operations.
  • To assist senior engineer or manager to oversee and coordinate improvements projects to the hospital services and facilities as well as upgrading of systems and equipment components. 
  • To assist senior engineer or manager for improvement works to existing hospital facilities such as renovation and retrofitting, replacement of system infrastructure and improvement initiatives to existing specialized systems and hospital facilities 
  • To provide advisory and support to the maintenance team in addressing and rectifying specialized system failures and troubleshooting.  Recommend system condemnation and replacements as necessary.
  • To prepare technical specifications and drawings for system improvements and draft cost estimates and work schedule for project execution.

 

General

  • Oversee outsourced maintenance team safety practice and work conduct and ensure good maintenance standards are implemented.
  • Ensure prompt service recovery for any breakdown of equipment and systems to minimize disruption to hospital service operations.
  • Perform any other duties assigned by HOD.

 

Job Requirement

 

Education / Training / Experience

  • Diploma or Higher Nitec/Nitec in Electrical Engineering or equivalent.
  • 1-4 years of experience or ITE graduate with at least 5 years’ Electrical system experience is preferred for Assistant Engineer.
  • At least 5-6 years of experience or ITE graduate with at least 8 years’ Electrical system experience is preferred for Senior Assistant Engineer.
  • Have prior experience with design, installation, commissioning and maintenance of electrical systems & equipment will be an added advantage.
  • Prior experience in management of electrical services and facilities operation as well as improvement projects will be an advantage.
  • Prior working experience in healthcare setting will be an advantage.
  • Conversant in reading and interpreting architectural and M&E schematic drawings.
  • Conversant in Microsoft Office and AutoCAD. Ability to use 3D perspective drawing software such as BIM will be an added advantage;
