Sr Medical Technologist
JOB SUMMARY
The person should assist the Senior Manager and Head, Laboratory Operations in the administration, operations, financial management and re-organization of National Public Health Laboratory (NPHL) in National Centre for Infectious Diseases (NCID) and Communicable Disease Agency (CDA).
MAIN DUTIES AND RESPONSIBILITIES
SPECIFIC
- Assists Senior Manager and Head, Laboratory Operations in the provision of an effective and efficient administration of the laboratory service.
- Assists Senior Manager and Head, Laboratory Operations to plan, set goals, develop, and allocate resources relevant for the laboratory environment.
- Working together with Senior Manager and Head, Laboratory Operations to plan, organize and execute tasks as assigned to ensure smooth transition to the new agency.
- Working together with Senior Manager and Head, Laboratory Operations to prepare and submit funding and approval papers in accordance with CDA financial guideline and policy.
- Working together with Senior Manager and Head, Laboratory Operations to administer and review procurement related activities, including seeking approval from peer review committee and to ensure compliance to institutional financial policies.
- Working together with Senior Manager and Head, Laboratory Operations to plan, organize, monitor, and control department financial resources and activities.
- Working together with Senior Manager and Head, Laboratory Operations and collaborate with relevant divisions in CDA on legal, operations, manpower, policy, and funding arrangement.
- Participate effectively in laboratory workgroup and various committee meetings to facilitate and execute re-organization assignments.
- Implements a safe laboratory working environment in compliance with good practice and applicable regulations.
- Relates and functions effectively with applicable accrediting and regulatory agencies, appropriate administrative officials, and healthcare community.
- Manages and addresses any complaint, request, and recommendation from users of laboratory services.
- Undertake project work, and other administrative, development, procurement, and fiscal responsibilities.
GENERAL
- Follows general hospital and laboratory policies and other directives as issued.
- Complies with all safety, biosafety, bio/security, quality, infection control policies and procedures of NPHL, NCID, TTSH, MOH and government regulations, where applicable.
- Assists Senior Manager and Head, Laboratory Operations in the planning and forecasting of requirements for equipment, premises, and staff.
- Assists Senior Manager and Head, Laboratory Operations to control the operational costs and ensure the department operates within the allocated budget.
- Working together with Senior Manager and Head, Laboratory Operations to formulate and enforce departmental policies.
- Working together with Senior Manager and Head, Laboratory Operations to oversee staff performance, provide support and guidance, communicate organizational needs, and manage mutual relationships between staff and organization.
- Plans, drives, and manages quality improvement projects at Hospital-wide/Departmental level as well as provide active support for staff training and equipping.
- Be a change agent and inculcate mind set change for Hospital-wide/Departmental level initiatives and establish a working environment of collegiality and effective teamwork.
- Performs any other duties as assigned by Head, Laboratory Operations and Senior Manager.
JOB REQUIREMENTS
EDUCATION
- Preferred: Degree and above in Medical Laboratory Science, Biotechnology, Life Science, Biology, Molecular Biology, or Virology.
EXPERIENCE
- Required: 5 to 10 years of supervisory experience in clinical/diagnostic laboratory set-up and the persoon should be familiar with ISO 15189, CAP, Biosafety and/or JCI requirements.
