JOB SUMMARY

This is a Management position to be part of a dynamic team responsible for planning, coordinating and managing the hospital projects to meet cost, time, quality targets, statutory requirements, corporate goals and objectives, and co-facilitate process/infrastructure planning (3P) events. MAIN DUTIES AND RESPONSIBILITIES SPECIFIC i) To plan, secure MOH/NHG funding and approval. Oversee and manage all major projects, including but not limited to the append: (a) Hospital Renewal Programme for digitalisation, innovation and productivity. (b) Major improvement projects for: ❖ Infrastructure Resiliency Enhancement; ❖ Fire Safety Enhancement (c) Hospital-wide A&A projects to meet Infection Prevention & Control (IPC)'s requirements for the "Post-COVID-19 New Normal", to address the findings in the recent MOH Infection Control audit or future outbreak preparedness. (d) End-Of-Life (EOL) replacement of major infrastructures under MOH Repair & Replacement (R&R) framework. (e) Infrastructure and facilities improvement/rectification needed to meet users' needs or operational/regulatory requirements. ii) Plan and conduct feasibility studies, analysis of infrastructure construction costs, prepare estimated budgets and project schedules, coordinate calling and awarding of RFQ/RFP, obtaining approvals from government authorities, and monitoring progress of projects to ensure timely completion of projects and within budget and quality parameters. iii) Communicate and manage all stakeholders (external agencies, within FE and other divisions) affected by the various projects or programmes undertaken by FE (Stakeholder & Communications Management). iv) Identify the risks and oversee the risk management undertaken by the programmes or projects affecting existing day to day FE operations in TTSH. In turn to keep TTSH operations apprised of all the developments from a safety viewpoint. v) Plan and execute budget cash flow statement for capital and operating budget. vi) Overall responsible for planning, coordinating and controlling the various functions of the project with user departments, consultants and contractors from conception through design, tender, construction and completion. vii) Evaluate and report performance / progress of projects on a regular basis.

i)       Formulate, implement and monitor policies and procedures and ensure the smooth and efficient functioning of the department.

GENERAL 

i)      Plan, drive and manage quality improvement projects at Hospital-wide/Departmental level as well as provide active support for staff training and equipping. Be a change agent and inculcate mind-set change for Hospital-wide/Departmental level initiatives and establish a working environment of collegiality and effective teamwork.

ii)     In charge of the cost control as well as day-to-day administration of the department.

iii)    Any other duties as assigned by the Supervisor / Head of Department.

JOB REQUIREMENTS

EDUCATION

:

Preferably Degree in Architecture, Civil, Mechanical, Electrical Engineering, or relevant discipline.

 

TRAINING

:

Familiar with project management tools and techniques.

 

EXPERIENCE

:

i)    Minimum 8 years post graduate experience in a management role of multi-disciplinary fast-track projects and project teams.

 

ii)   A good team player with strong interpersonal, communication and organisational skills.

 

iii)  Good administrative abilities and a high degree of initiative.

 

iv)  Prior experience in healthcare construction projects, operations or planning is preferred.
