STATEMENT OF PURPOSE 

 

The Population Health Management (PHM) Directorate has been established to support daily clinical management to become more systematic and targeted; to ensure NHG is more informed by clinical, operational and demographic data as Regional Health Manager for Central and North Singapore; and that this informs the way in which we deploy our collective resources across all organisations to maximise the health outcomes of the local population, and establish system planning and care delivery so it is more coherent and systemic in its understanding of population health outcomes, value, and equity. 

 

Our role in the PHM Directorate is to facilitate this change across NHG at population, provider, place, and resident level – ensuring that we address not just the clinical and preventative aspects of care but also the social, environmental, and behavioral determinants of health – so that we can achieve our ambition to add 15M health years for our residents. 

 

This means that the Population Health Management and Value Directorate is principally an ‘enabler’ of this operational and cultural change – developing enabling infrastructure and building new capability at every level of our system in NHG on behalf of our partners and population.  

 

MAJOR DUTIES AND RESPONSIBILITIES 

 

This role will contribute towards enhancing healthcare evaluation for strategic decisions regarding funding and scalability. The incumbent will spearhead programme evaluation efforts to assess impact of population health programmes on NHG resident health outcomes. Key responsibilities include design and implementation of evaluation studies to assess the costs and outcomes of population health innovations, serving as the primary contact for stakeholders seeking evaluation expertise and disseminating knowledge through publications and presentations. Their contributions will support the development of a comprehensive evaluation framework that supports project teams and enhances the scalability of successful innovations. 

 

The post holder will support the team in the following areas: 

  1. Programme Evaluation: Ensure appropriate methodologies are employed for different types of projects and lead the analysis and interpretation of evaluation results.

  2. Collaboration and Stakeholder Engagement: Act as the primary point of contact for internal and external stakeholders on evaluation matters.  

 

Key areas of responsibility: 

 

  • Guide the implementation of evaluation studies, ensuring rigour and adherence to best practices. 

  • Provide expert guidance on evaluation strategies to internal and external stakeholders.  

 

 

Job Requirements 

 

 

EDUCATION  

 

  • Bachelor’s degree in public health, Healthcare Management, Social Sciences or related field 

  • Master’s degree in public health (with a focus on Biostatistics), Applied Research, Clinical Research, or Analytics would be an advantage 

 

 EXPERIENCE       

 

  • At least 3 years of relevant work experience in conducting health systems evaluation research.  

  • Familiarity with the concepts of Implementation Research, Evaluation Typology (Process Evaluation, Impact Evaluation, etc.), and Health Policy and Systems Research.  

  • Prior experience in conducting programme evaluation would be advantageous. 

  • Expertise with basic statistical analysis in a statistical package of candidate’s choice required.  

  • Experience with Python, R, STATA, SAS, or EPIC will be an added advantage. 

  • Good understanding of data granularity, structure, and relationship between data tables
