Sr Manager
STATEMENT OF PURPOSE
The Population Health Management (PHM) Directorate has been established to support daily clinical management to become more systematic and targeted; to ensure NHG is more informed by clinical, operational and demographic data as Regional Health Manager for Central and North Singapore; and that this informs the way in which we deploy our collective resources across all organisations to maximise the health outcomes of the local population, and establish system planning and care delivery so it is more coherent and systemic in its understanding of population health outcomes, value, and equity.
Our role in the PHM Directorate is to facilitate this change across NHG at population, provider, place, and resident level – ensuring that we address not just the clinical and preventative aspects of care but also the social, environmental, and behavioral determinants of health – so that we can achieve our ambition to add 15M health years for our residents.
This means that the Population Health Management and Value Directorate is principally an ‘enabler’ of this operational and cultural change – developing enabling infrastructure and building new capability at every level of our system in NHG on behalf of our partners and population.
MAJOR DUTIES AND RESPONSIBILITIES
This role will contribute towards the evaluation of economic impact of population health programmes in the context of population health research and implementation.
The incumbent will spearhead research projects in the areas of health economics, early health programme assessment and medical innovation development. Key responsibilities include conducting research in costing methodology and empirical works in collaboration with clinicians, data analysts and researchers for population health programmes. Their contributions will support the development of patient financing models, assessing the financial implications of different population health interventions and resource allocation within NHG.
The post holder will support the team in the following areas:

Research and Economic Modelling: Engage the relevant programme clinicians, finance staff and researchers to conduct research on healthcare cost, resource allocation and impact of interventions potentially through economic modelling to assess the associated financial implications.

Financial Planning and Resource Allocation: Evaluate the effectiveness of population health programmes and provide insights about resource allocation towards programmes to achieve improved health outcomes among NHG residents.
Key areas of responsibility:

Research and appraise healthcare and economic literature on health economic frameworks in application to economic evaluations of population health programmes in NHG.

Provide expert guidance on economic evaluations, including but not limited to cost effectiveness analysis or cost and benefit considerations, to internal and external stakeholders.
Job Requirements
EDUCATION
-
Postgraduate degree in Health Economics or a related quantitative field such as Biostatistics, Epidemiology, Health Technology Assessment, or Public Health.
EXPERIENCE
-
At least 3 years of relevant work experience in conducting health systems evaluation research.

Familiarity with the concepts of economic evaluation and causal inference.

Expertise with basic statistical analysis in a statistical package of candidate’s choice required.

Prior experience in specialist quantitative research methods application to health economics research, such as decision modelling for health economic evaluation, longitudinal data analysis, use of linked electronic health records, preference elicitation studies, microsimulation, or some other useful method is preferred.

Experience with Python, R, STATA, SAS, or EPIC will be an added advantage.

Good understanding of data granularity, structure, and relationship between data tables.
