Sr Manager, Command, Control & Communications (C3) Centre

The (Senior) Manager is responsible to develop the Command, Control & Communications (C3) system capabilities which include Monitoring, Decision Support, Flow Optimization and Autonomy, to enable staff with better visibility on resource and patient flow across different parts of the hospital.

Part of the manager’s work will involve having to engage the necessary stakeholders and leaders including clinical, nursing, allied health, pharmacy and operation divisions of the hospital to develop and establish capabilities, SOPs and influencing change to improve how the hospital operates in peacetime, crisis situations and any other scenarios that the hospital encounters.

TTSH is the first pilot site for the C3 system implementation in Singapore’s public healthcare and there are currently plans to scale the current implementation at TTSH to other public hospitals islandwide to enable workload balancing at a national level, for both peacetime and crisis use. The (Senior) Manager will support National Healthcare Group (NHG) cluster in operationalizing the use of C3 for cluster workload balancing operations.

At the TTSH level,

  1. Develop and drive adoption of the C3 system with the following capabilities:
    a. Monitor and increase visibility of different parts of the hospital;
    b. Incorporate decision support features to enable staff and hospital management make better decisions;
    c. Allow flow optimization to ensure better utilization of hospital resources; and
    d. Achieve autonomy and allow staff to perform value added work
  2. Identify, engage and collaborate with all necessary stakeholders and leaders in developing the relevant SOPs to facilitate concerted effort and synergy across the entire spectrum of healthcare operations.
  3. Lead and perform requirement analyses and identify gaps in current hospital capabilities to transform the hospital’s operations by challenging existing boundaries and exploit new initiatives/technologies where appropriate to achieve increasing productivity and efficiency of hospital operations.
  4. Develop the Concept of Operations for the new Operations Command Centre, leveraging on the C3 system.
  5. Support the migration planning of Ops Command Centre at the current Centre for Healthcare Innovation, to new Medical Tower, which is targeted for development completion by 2030.
  6. Maintain oversight on the cost drivers for C3 system and identify opportunities for cost containment with IT partners (e.g. Synapxe, vendor etc.).

At the National Healthcare Group (NHG) level,

     7. Lead the harmonization of C3 system requirements within National Healthcare Group (NHG) cluster and represent NHG                 cluster’s interest in the scaling of C3 system across all 3 healthcare clusters and MOH.
     8. Lead the development of concept of operations and workflows for workload balancing within NHG cluster (TTSH, KTPH,                 WH), leveraging on C3 capabilities as an IT enabler.

GENERAL
     1. Provide secretariat support to General Operations, TTSH C3 Steering Committee and NHG C3 Working Committee.
     2. Any other duties as assigned by Director, C3 Centre.

JOB REQUIREMENTS

  1. Masters or Bachelor’s degree in any discipline. Preferred disciplines include Healthcare, Business Analytics, Data Analytics/Management, Business Information Management, Knowledge Management, Statistics or Mathematics.
  2. Minimum 5 years of working experience, preferably in healthcare industry or analytics role, of which at least 2 years involve supervisory experience in managing a team.
  3. Demonstrated experience in applying change management methodologies to drive successful organizational transformation and stakeholder adoption
  4. Able to synthesize and organize ideas into appropriate contextual structures and system thinking
  5. Able to initiate and drive projects to completion with minimal guidance.
  6. Excellent user engagement skills and practical problem-solving capabilities. Comfortable to lead discussions with Management.
  7. Comfortable to work with ambiguity without clearly defined work processes/structures.
  8. Able to rationalize and establish clear and measurable indicators/metrics for productivity/improvement gains of a project.
  9. Good understanding of data analytics methodology which includes business problem understanding, data understanding, data preparation/exploration, analytics modelling and validation/planning is highly desirable.
  10. Good understanding of available tools/techniques (e.g. statistical sampling, correlation, regression, simulation etc.) for the spectrum of analytics ranging from descriptive, diagnostic, predictive and prescriptive is highly desirable.
  11. Good understanding of data and system architecture and what’s available in the ecosystem is highly desirable.
