A.    PRINCIPAL RESPONSIBILITIES

 

CHAS PHPC Schemes Administration and Implementation

 

  • Duties include managing the administration processes; for instance, contract processing, claim appeals processing, claw back procedures to deduct/recover claim amount from GP’s regular CHAS, PHPC, HSG grant disbursement, handling enquiries from various stakeholders, and other administrative duties related to various government healthcare financing schemes.

 

  • Monitor fortnightly payment cycles and ensuring that government funds are being disbursed and/or recovered in a timely and accurate manner. Will also be reporting back to the ministry of the funds disbursed in template, format stipulated by MOH which involves handling large volumes of data for reconciling payment and computing figures for reporting.

 

  • Forecast of funding to be disbursed by MOH before the start of each financial quarter to ensure there would be sufficient cash flow for payout to GPs. Compute adjustment to disbursement quantum upon completion of each quarter report to be submitted to MOH.

 

  • Investigate and follow up on exception cases with the relevant parties to ensure that issues are being resolved. Persistent and close follow ups to have timely closure of issues.

 

  • Ensure compliance with ministry guidelines and policies pertaining to the financing schemes to withstand audit carried out by ministry or other appointed auditors.

 

  • Participate in periodic scheme expansion, changes and implementation of administration system pertaining to the financing schemes as directed by the ministry.

 

 

Accounting or Finance Related

 

  • Handle accounting or finance related entries especially those pertaining to CHAS schemes accounted in the balance sheet

 

  • Reconciliation of MOH disbursement with payment to GP clinics

 

  • Liaise with Financial Shared Services on vendor master creation, system or accounting related issues.

 

 

 

 

B.    SECONDARY RESPONSIBILITIES

 

 

  • Any other duties as assigned by reporting officer or deputy director.
