Broad Function

The Engineering Assistant (Building & Project) shall report to the Engineer and assist in ensuring proper execution, quality upkeeping and maintenance of general building facilities relating to building services and infrastructure. In addition, the incumbent shall provide project management support for all renovation and development works in the hospital and ensure that practices implemented are in accordance with Woodlands Health’s policies and procedures. The incumbent shall provide support to audit and monitor the prescribed KPIs of the maintenance services rendered by the specialist vendors and outsourced maintenance service provider. To support, implement and manage as necessary in cyclical and improvement projects by both the department and hospital

 

Key Responsibilities and Duties

Specific

Pre-Hospital Opening

  1. To assist engineer or manager by reviewing and participating in site acceptance testing and commissioning activities for building Services and infrastructure works. To validate system performance in meeting operation, reliability, maintainability and supportability requirements.
  2. Assist in handing and taking over of facilities ready for user ops set up and leading to hospital open.
  3. Assist to plan and develop documentations, visual aids for workflow processes, standard operating procedures, key performance indicators, service level agreement and etc. for building facilities.
  4. Assist to provide support to Campus Project development undertaken by external consultants appointed by the hospital.

 

Post Hospital Opening

 

Facilities & Operations Management

  1. To assist engineer or manager to oversee building elements such as civil, structural, interior, external components & infrastructure works.
  2. To assist engineer or manager in managing the preventive, corrective and fix-it maintenance scheduling and coordination work, and support ad-hoc improvement works for building systems.
  3. To assist in maintaining the operational readiness, safe and efficient operation of the Hospital.
  4. To assist in ensuring compliances to statutory requirements for the Building.
  5. To assist in keeping track of all licensing matters like BCA, EMA licensing renewal, structural inspection, lifts annual load test, building annual electrical consumption reporting to BCA.
  6. To assist in the overseeing of outsourced maintenance team safety practice and work conduct and ensure good maintenance standards are implemented.
  7. To assist in the review, refine and ensure all building maintenance Fix-It works are carried out according to the submitted programs and procedures, and fulfil the service level requirement.
  8. To assist in the analysis of frequent issues brought up, recurring problems with building services, find root cause to the problem and make recommendations to resolve it
  9. To manage and supervise the performance of the Term Contractors and Managing Agents to ensure that they perform their roles accordingly and effectively
  10. Perform any other duties as assigned by HOD.

 

Project Management

  1. Provide project management support for fit-outs, renovations and upgrading works to existing and external Hospital Facilities
  2. Participate in Project Meetings and manage all expectations from end-users
  3. Review documentations prior commencement and ensure compliance with Hospital and statutory requirements.
  4. To work closely with the other Trade team to ensure the smoothness and timely completion of the projects as per project scope.
  5. Coordination of minor works, new requirements, renovation projects and development project with user departments, consultants, vendors, contractors and relevant authorities
  6. Assist in managing and planning the inspection and acceptance activities related to facilities.
  7. Assist in preparing specifications and drawings for tender, draft cost estimates, evaluate tender submissions, recommend tender awards and work schedules for project execution.
  8. Conduct inspection and acceptance activities related to new facilities and development projects.
  9. Ensure the work are done upon takeover and meet users' requirement and expectations.
  10. Perform any other duties assigned by HOD.

 

 

Job Requirements

 

Education / Training / Experience

  1. Diploma or Higher Nitec in Building, Property Management, Facilities Management, Architectural Technology, Civil & Structural Engineering or equivalent.
  2. 5 years of relevant experience for ITE graduate and 1-4 years of relevant experience for Diploma graduates for Engineering Assistant position
  3. 8 years of relevant experience for ITE graduate and 5 years of relevant experience for Diploma graduates for Senior Engineering Assistant position
  4. Experience in building finishing works.
  5. General knowledge of M&E building services.
  6. Experience in Plumbing and Sanitary.
  7. Familiar with procedures for statutory submissions such as FSSD, M&E RI, Architectural RI, Structural Inspections etc.
  8. Experience in supervision and project management of A&A works.
  9. Prior working experience in healthcare setting will be an advantage.
  10. Knowledge in building maintenance and operations works in compliance with statutory requirements and regulatory and current code of practices.
  11. Conversant in reading and interpreting architectural and M&E schematic drawings
  12. Conversant in Microsoft Office, AutoCAD and BIM. Ability to use other 3D perspective drawing software will be beneficial.
