Senior Manager
The Population Health Office (PHO) of the NHG Population Health Campus (PHC) drives and supports the strategic development and implementation of NHG’s Population Health Transformation, in alignment with national strategies such as Healthier SG, Age Well SG and GrowWell SG. PHC is committed to advancing healthcare beyond hospitals into the community, fostering a proactive and preventive healthcare approach.
The Strategic Planning Manager/Senior Manager plays a pivotal role in supporting PHC’s three missions—Population Health, Community Care, and Primary Care—by leading strategic planning, stakeholder coordination, performance monitoring, and investment and resource management. This role involves translating high-level strategies into actionable initiatives, fostering cross-sector collaboration, and ensuring sustainable resource allocation to drive transformation in preventive and aged care systems.
Major Duties & Responsibilities
Strategic Planning
- Lead the development of the annual strategic workplan and ensure alignment with NHG’s population health priorities.
- Develop strategic reports and papers such as updates to GCEO, Population Health Executive Committee (Exco) and Population Health White Paper.
- Provide strategic recommendations to NHG leadership based on policy trends and population health data.
- Translate strategic plans into actionable initiatives, ensuring their effective implementation.
- Conduct scenario planning and risk assessments to anticipate future healthcare trends and challenges.
- Support senior management in driving strategic change through planning retreats and leadership engagements.
- Ensure alignment between NHG’s strategic priorities and national healthcare initiatives.
Stakeholder Engagement & Coordination
- Serve as a key liaison with the Ministry of Health (MOH), ensuring PHC’s strategies align with national policies and advocating NHG’s interests in policy discussions.
- Facilitate cross-departmental collaboration within NHG to advance population health priorities.
- Engage internal and external stakeholders to drive initiatives in Healthier SG, Age Well SG, and other population health programmes.
Performance Monitoring
- Develop and maintain key performance monitoring frameworks, including KRA dashboard, operations dashboard, Population Health stock flow dashboard, and balance scorecard.
- Monitor and report progress on Healthier SG indicators and PHC targets, providing insights and recommendations for improvement.
- Conduct data analysis to track the effectiveness of population health initiatives and recommend strategy adjustments.
- Work with internal stakeholders to benchmark NHG’s population health performance against national and global best practices to drive continuous improvement.
Job Requirements
Education and Experience
- Good bachelor degree in any discipline.
- Preferably with at least 8 years of relevant working experience in Population Health, Community and/or Healthcare sector, and/or strong background in the areas of strategic planning.
- Demonstrated leadership, teamwork, abilities in managing internal/external stakeholders with diverse interest in a dynamic environment.
- Experience in delivering projects of similar nature across the full life cycle.
- Must possess strong forward planning, strategic thinking and project coordination skills.
- Strong written, analytical and communication skills.
- Proficient in various computer applications, including Microsoft Word, Excel & PowerPoint
- System-thinker with problem-solving skills in a dynamic and unstructured work environment.
- Good interpersonal & communications skills and ability to manage stakeholders from diverse backgrounds at various levels of seniority.
