Senior Manager, Strategic Ops Research & Analytics
- JOB PURPOSE
Lead a team in the application of analytical and statistical knowledge in deployment of tools to transform data into insights to facilitate decision making, leading to the achievement of WH’s long term vision in providing effective and efficient healthcare services to the population.
- MAJOR DUTIES & RESPONSIBILITIES
Specific
- Work with stakeholders within the organisation, external healthcare institutions (within or outside NHG Cluster) and external entities to explore and identify opportunities to leverage on data to drive business solutions.
- Deliver high quality end to end analytics solution such as deep dive data analysis, geographical information analysis, and statistical evaluative analysis to facilitate informed decision making, drive optimisation and improvement of business strategies.
- Develop algorithms and deploy Machine Learning/predictive modelling to enhance business decision support and optimise business outcomes.
- Collaborate with stakeholders and IT department to operationalise developed Machine Learning/ predictive models, monitor performance and refine for improved accuracy over time.
- Carry out horizon scanning and research either independently or in collaboration with other stakeholders to identify new and apt areas where data analytics can be applied.
General
- Participate in workplan development exercise and strategy formulation to catalyse and enable SORA in meeting its targets and KPIs.
- Perform and complete stretched tasks within tight deadlines.
- Supervise analysts in the performance of their work.
- Assist with ad-hoc projects.
- Perform any other duties/ projects as assigned by supervisor.
- JOB REQUIREMENTS
Education / Training / Experience
- Bachelor degree in Mathematics, Statistics, Data Science, Computer Science or related quantitative disciplines. Master’s Degree will be an advantage.
- 8 to 10 years working experience preferably in healthcare setting, holding a supervisory role and leading a team in overseeing Machine Learning / Predictive Modelling, Statistical Modelling, Big Data Analysis, Business Intelligence, and other related areas.
- Proficient in quantitative analysis with strong knowledge in developing Statistical models, Predictive models, Machine Learning models, and Deep Learning models.
- Proficient in Machine Learning frameworks such as pytorch, tensorflow, sklearn for regression, classification, time series, neural networks, natural language processing etc.
- Prior experience in implementation, deployment and maintenance of Machine Learning/Predictive models in an actual user environment.
- Strong programming skills and proficient in software such as SPSS Modeller, R, Python, Excel etc.
