Senior Executive, Emergency Planning (Contract till 31 Mar 2025)

Broad Function

  1. To Support the Hospital in the planning and setup activities leading to operational readiness and emergency preparedness.
  2. To support Director (Emergency Planning) in the planning, coordination and work with internal (WH and NHG) and external agencies (MOH, other healthcare institutions etc.) in incident management, development of Business Continuity Plans (BCPs) and operational readiness plans, in alignment with prevailing framework and guidelines from National Healthcare Group (NHG) and/or Ministry of Health (MOH).
  3. To support Civil Emergency (CE), National Emergency (NE), Outbreak Crisis Management, if needed.

 

Key Responsibilities and Duties

 

Specific

  1. Plan, review and coordinate emergency responses and crisis management activities to ensure operational response readiness for civil emergency, disease outbreaks/ pandemic, terror-related, and other emergencies;
  2. Act as the main point of contact for all Emergency Planning (EP) related matters for internal stakeholders and external agencies (e.g. MOH, MINDEF, MHA, SPF);
  3. Work with stakeholders and contractors to ensure necessary infrastructure provision are made to support the EP plans across the various scenarios;
  4. Work with stakeholders in the development and maintenance of hospital-level operational plans in response to natural disasters, dangerous materials and other scenarios led by MOH;  
  5. Support planning and procurement of EP equipment, including development of maintenance regime and ensuring the readiness state;
  6. Plan, implement and coordinate on the setup of Hospital Command Centre and related developments during peacetime and crisis management;
  7. Facilitates manpower employment and training for EP ops team and personnel supporting CE and NE operations to enhance hospital's readiness in crisis management;
  8. Facilitates and manages hospital-level emergency exercises and drills. Completes after action reports and identifies improvement strategy accordingly;
  9. Supports contingency operations and perform EP related duties;
  10. Provide secretariat support for EP planning committees.

 

General

  1. Support the annual Department work plan and budgeting exercise;
  2. Provide financial accountability by forecasting, preparation and justification of operating and capital budgets for EP. Perform review of budgets and variances; assists in ensuring that the section operates within the budget allotted;
  3. Provide operational leadership in ensuring hospital readiness to support and response during incident management and EP operations;
  4. Enable an environment of open communication, transparency and effective teamwork;
  5. Provide leadership, guidance and motivation for employees to perform to the best of their abilities and develop to their full potential;
  6. Plan, drive and manage quality improvement projects at hospital /departmental level;
  7. Identify, drive and manage business continuity plans improvement projects at hospital wide/departmental level;
  8. Maintain and ensure the relevancy of the business impact analysis register and business continuity management data inventory at hospital / department level;
  9. Any other duties assigned by HOD.

 

 

Job Requirement

 

Education / Training / Experience

 

  1. Candidate must possess at least a Diploma or equivalent;
  2. At least 3-5 years of relevant working experience in emergency preparedness (healthcare experience preferred) including leadership experience in operations/ command centre, licensing and certification activities and training;
  3. Experience in training and emergency preparedness, including drafting and review of policies and work instructions;
  4. Experience in project coordination and management is an added advantage;
  5. Currently has leadership or supervisory responsibilities.
