The Population Health Office (PHO) of the NHG Population Health drives and supports the strategic development and implementation of the Population Health Transformation of NHG Health as the Regional Health Manager for its 1.5 million residents in Central and North Singapore, in synchronisation with key national strategies and programmes like Healthier SG, Grow Well SG and Age Well SG. 

The Senior Manager/Manager, Partnership, as part of the Partnership team, plays a pivotal role in developing, managing, and strengthening strategic partnerships that advance the NHG Population Health's mission to improve health outcomes across the Central and North Singapore. This position requires a dynamic professional who can identify partnership opportunities and foster collaborative relationships and initiatives with healthcare providers, community care organisations, social service agencies, grassroots organisations, government agencies and private sector organisations to support population health initiatives.

The successful candidate will be responsible for supporting the broad partnership strategy, managing stakeholder relationships with identified community partners, and ensuring that the partnership efforts align with NHG Health’s strategic objectives, to deliver measurable impact on population health outcomes. This work is guided by the common vision of Adding 15 Million Years of Healthy Life for the 1.5M residents that NHG Health serves, through activating and enabling residents and communities, together with community partners, to connect and act together for each other’s health, to drive greater, sustained preventive health outcomes.



Key Responsibilities

 

Partnership Development and Strategy

  • Identify and evaluate potential partnership opportunities that align with NHG Population Health's strategic priorities and community health needs
  • Support NHG Population Health partnership strategies and frameworks to guide collaborative initiatives
  • Conduct stakeholder engagement and analysis to inform and guide partnership decisions
  • Lead the development of partnership proposals, business cases, and implementation plans

 

Relationship Management

  • Serve as the primary point of contact for key partners, maintaining regular communication and ensuring mutual satisfaction
  • Build and maintain strong working relationships with internal and external stakeholders across healthcare, community care organisations, social service agencies, grassroots organisations, private and government sectors
  • Facilitate partnership meetings, workshops, and collaborative planning sessions
  • Manage expectations and resolve conflicts or challenges that may arise

 

Programme Implementation and Coordination

  • Oversee the implementation of partnership agreements and collaborative programmes
  • Partake in cross-functional teams to ensure successful delivery of partnership initiatives at key platforms like NHG Population Health Collective (POP Collect) Work Plan Seminar (WPS), 15M Social Movement Campaign and the 15M Health Games
  • Monitor partnership performance against agreed objectives and key performance indicators
  • Develop and maintain partnership documentation, including agreements, reports, and communication materials

 

Stakeholder Engagement and Communication

  • Represent NHG Population Health at internal and external meetings
  • Provide Secretariat support for Bilateral meetings with agencies and POP Collect Leadership Council meetings
  • Prepare presentations and updates for senior management and leadership on partnership activities and outcomes
  • Develop communication strategies to promote partnership outcomes and learnings

 


Required Qualifications


Education and Experience

  • Bachelor’s degree in business administration, Public Health, Healthcare Management, or related field
  • At least 8 years of experience in community development, with demonstrated expertise in partnership management, stakeholder engagement, or community engagement programme implementation
  • Proven track record of successfully developing and managing strategic partnerships within community or healthcare settings
  • Cultural sensitivity and ability to work with diverse communities and organisations
  • Experience working within Singapore's healthcare system and/or with government agencies

 

Skills and Competencies

  • Strong negotiation and contract management skills with experience in developing partnership agreements
  • Excellent interpersonal and communication skills, with the ability to engage effectively with diverse stakeholders
  • Strategic thinking capabilities with strong analytical and problem-solving skills
  • Project management experience with ability to manage multiple programmes and initiatives simultaneously
  • Proficiency in Microsoft Office Suite and partnership management tools
  • Understanding of healthcare systems, population health concepts, and Singapore's healthcare landscape
  • Knowledge of population health initiatives, community health programmes, or public and private partnerships
  • Experience with data analysis and performance measurement in healthcare settings
