Job Description:
Support the Assistant Director of Clinical & Health Informatics Office (CHIO) in the implementation of the hospital informatics strategic roadmap through the intelligent use of health informatics to facilitate the optimal delivery of patient care, in accordance with established hospital policies and procedures.
CHIO supports Chairman, Medical Board (CMB), Assistant CMBs, Chief Clinical Informatics Officer (CCIO), Assistant CCIOs (ACCIOs) and Director CHIO in the strategic planning, governance and operationalization of policies to drive the hospital informatics strategic roadmap in delivering quality healthcare through the intelligent use of health informatics, and the development and implementation of clinical information systems and processes that facilitate the optimal delivery of patient care.


Challenges
Your key responsibilities include the following:

  • Implement the health informatics strategy roadmap and supporting health informatics projects and committees.
  • Develop and maintain policies, guidelines and frameworks which governs the development and implementation of clinical and health IT systems supporting patient care like Electronic Medical Record (EMR) to support the health informatics strategy roadmap.
  • Operationalize policies and implement strategic priorities and work plans to ensure that CHIO meets its strategic goals and objectives.
  • Knowledge and content management of project files and documentation, meeting minutes, discussions, and key decisions in support of clinical and health informatics, and to ensure ease of future reference.
  • Develop and implement the hospital health informatics training and development plans and steering academics and research for health informatics, to support both clinical and non-clinical staff who wish to pursue a career in informatics and to support the hospital’s health informatics strategy roadmap. 
  • Supervise the team providing secretarial, administrative and operational support to the Medical Records Committee (MRC) which performs medical records audits and oversees the TTSH clinical forms governance process. 
  • Supervise the Data Integrity Specialist (DIS) team which perform patient records reconciliation and completeness of EMR records through deficiencies tracking for the hospital Electronic Medical Record System. 


General

  • Assist the Assistant Director CHIO in the planning and execution of strategic workplan and management reporting.
  • Supervise, mentor and guide the Assistant Managers, Executives and Executive Assistants to meet department performance indicators and targets.
  • Any other duties directed by Chairman Medical Board, ACMBs, CCIO, ACCIOs, Director CHIO


Requirements

  • Tertiary degree from a recognized university. 
  • Preferably 5-8 years of relevant working experience with 3-5 years of supervisory experience in managing a team, preferably in a healthcare setting, and preferably with clinical or healthcare informatics experience.
  • Proficient in Microsoft Office like Outlook, Excel, Word and Powerpoint a must.
  • Excellent leadership, organizational and people management skills.
  • Strong verbal and written communication skills.
  • Strong analytical skills to manage complex issues and with the ability to collect, organize, analyse and process information with attention to detail and accuracy. 
  • Ability to initiate, deliver and drive projects with minimal supervision.
  • Ability to work effectively individually and as part of a collaborative team.
  • Experience in healthcare policy writing and healthcare systems governance is a plus.
  • Health informatics certification, NGEMR certification, and project management certification (PMP) a plus.
