STATEMENT OF PURPOSE

The incumbent will be in-charge for the coordination of dataset exchange, access, quality evaluation, approval, anonymization, release and disposal activities of the Data Exchange Office(DXO). You will also be responsible to analyse and provide insights to the use of data and facilate as a one-stop platform for data extraction and exchange while ensuring compliance to National Healthcare Group(NHG) policies.

You will be also supporting IMH Data Protection Office (DPO office) ongoing activities related to development, implementation and strengthening the organisation’s culture to ensure compliance with the Personal Data Protection Act (PDPA), HealthTech Instruction Manual (HIM), and other data protection regulations.

 

MAJOR DUTIES AND RESPONSIBILITIES

 

  1. SPECIFIC (80%)

 

  1. Review the data requests, define data needs, evaluate data quality, transform, anonymize and evaluate the data sources needed to fulfil the stakeholders data requirements while ensuring use of data complies to existing policies
  2. Work with the data access providers to deliver datasets according to the requestors’ needs and requirements
  3. Meticulous in perform data validation.
  4. Perform, as and when necessary, data de-identification and anonymization.
  5. Distribute or disseminate data to data requestor(s) in accordance to policies and regulations.
  6. Perform housekeeping of dataset or files after project/request completion.
  7. Provide recommendations for data extraction projects or requests to relevant stakeholders.
  8. Advise requestor(s) on NHG data-related enquiries for data analysis and identify data sources needed for data request.
  9. Provide administrative support for systems and processes managed by the DXO/ projects implementation and progress including maintaining the registry of data requests.
  10. Respond to staff and public enquiries, requests or feedback on personal data protection matters; facilitate escalation when necessary.
  11. Work closely with relevant stakeholders to roll out campaigns to create data protection awareness
  12. Assist with audit activities as stated in NHG Data Access and Sharing Policy and NHG Data Protection Policies.

 

  1. GENERAL (20%)

 

  1. Secretariat duties – these can include working with data, minutes writing as well as coordination of various departmental briefing and activities.
  2. Participate in NHGP and NHG’s initiatives and events.
  3. Any other duties assigned by the RO and HOD.

 

JOB REQUIREMENTS

 EDUCATION, TRAINING AND EXPERIENCE

 

  • Degree/Diploma in information management related disciplines. A strong team-player, self-motivated, hands-on with good interpersonal skills and presentation skills.
  • Well versed in domain knowledge such as data management and good critical thinkin, analytical and problem solving skills.
  • Proficient in MS Office applications and conformtable with various IT tools e.g. M365, SharePoint and other Open Government Products (especially FormSG)
