Epidemiologist
JOB PURPOSE
To utilize public health expertise to identify the determinants of health and potential risks to both an individual’s and the population’s health status, and thereafter implement interventions to prevent diseases and injuries before they occur.
MAJOR DUTIES & RESPONSIBILITIES
General
- Operate the infectious disease and non-infectious disease surveillance systems and dashboards for the population he is responsible for
- Support the conduct of regular quantitative and qualitative analysis of relevant health databases and dashboards and provide public health recommendations based on the relevant population health databases
- Support the design and implementation of occupational and public health programs
- Conduct relevant public health research in the areas of emerging infectious disease, non-communicable diseases, and public health services to improve care for the population he is responsible for
- Assist in the preparation of documents such as new policies, clinical guidelines, best practices, policies, and work-instructions etc
- Carry out any other duties as may be reasonably be required by the Head of Department
Specific (Staff)
- Support of staff-related disease outbreak management, including risk assessment, contact tracing and post-exposure management of staff, visitors, and vendors
- In charge of all staff-related health registries
Specific (Patients)
- In charge of all patient-related health registries, as required by IPCO
- Provide monitoring of data and analysis from MOH and IPCO audits reports e.g. NIPC audit, hand hygiene audit
- To support IPCO in the design, conduct and analysis of epidemiological investigations in routine (non-outbreak related) and outbreak-related incidents e.g. Multi Drug Resistant Organisms, Health-care associated infections surveillance
- To provide analytical support for the evaluation of IPCO initiated projects and interventions targeted at improving the Hospital’s Infection control program
- To be the point-of-contact between MOH Communicable Diseases Division and the Communicable Diseases Agency (CDA) with regard to outbreak response within the hospital
- Support for Woodlands health Antimicrobial Stewardship Program (WASP), including
- Data extraction, analysis and monitoring of WASP dashboards, indicators and databases
- Analysis and monitoring of WASP related audit data e.g National Antimicrobial Utilisation Point Prevalence survey, ASP prospective audits of broad-spectrum antimicrobial utilisation
- Provide bio statistical and/or cost-effectiveness analysis support for Drug Use Evaluations (DUEs) and Antimicrobial Formulary Reviews.
- Support for Clinical Infectious Diseases & Infectious Diseases Outbreak Committee (IDOC), including
- To perform systematic reviews, long-term horizon scanning and risk assessments for infectious diseases of potential impact to Woodlands Health and to guide the development of relevant institutional strategies, guidelines and polices pertaining to these threats
- To serve as a point-of-contact with MOH Healthcare Epidemiology Team and the National Public Health and Epidemiology Unit, NCID.
- Support for data collection, analysis and submission of reports for MOH mandated surveillance and screening programmes under Infectious Diseases Service E.g. Severe Illness and Death from Possibly Infectious Causes programme (SIDPIC), Inpatient HIV screening programme
Specific (Residents)
- Support RHO Clinical Director to drive the preventive health clinical strategy for WH.
- Conduct regular population health and social sensing of our key population groups and regular epidemiological analysis of the data
- Support the conceptualization, planning and implementation of population health and integrated care programs, including collaborating with other WH departments where appropriate
- Develop quality and value-based evaluation frameworks for population health programmes and integrated care services developed, as well as conduct evaluations for population health-related programmes
- Conduct literature review and critical analysis on current integrated care models / programmes / services support proposals of care model and implementation strategies
- Support the relevant population health clinical and operations working group
JOB REQUIREMENTS
Education / Training / Experience
- Master’s Degree in Public Health, Epidemiology or equivalent
- Bachelor’s Degree in Health Sciences, Data Science or healthcare related field
- Preferably At least 2 years’ relevant work experience
- Fresh graduate with relevant qualification are welcome to apply. Previous work experience in the healthcare sector will be an advantage
Attributes
- Proficient in Microsoft Excel, Access and one or more statistical software packages (e.g. SPSS, STATA, or SAS) will be an advantage
- Excellent written and verbal communication skills with good publication records in journal pleasant personality
- Able to work independently and yet be a good team player
- High integrity with the ability to maintain confidentiality of medical and personal identifiable information
- Adaptable, goal-oriented, self-starter who is pro-active and able to work under pressure as well as in rapidly evolving environment
