1. Job Purpose

 

The Deputy Director of Digital Services is responsible to drive NHG’s digital transformation efforts and associated change management for population health plans, relationship based care and integrated care with primary and community care providers and partners. He/She will support the leadership in business transformation efforts through the implementation of digital strategy and digital products in alignment with the overall business needs and plans. In particular, he/she will work closely with the Chief Clinical Informatics Officer (CCIO) and the Population Health Management and Planning team of Population Health Campus in the development of the digital strategy and data strategy for the our residents and patients. He/she will also work closely with the Digital Health department at NHG HQ and stakeholders such as MOH, Synapxe to ensure congruency and alignment.  

 

He/she shall lead the Digital Services team to ensure smooth and effective engagement, implementation and evaluation, in accordance with the goals and objectives and developed strategies under Population Health. This involves collaboration with key stakeholders both internally and externally to understand their digital needs and identify opportunities for transformation and improvement. He/she should also possess the ability to lead the team to keep abreast of developments in the government IT and business transformation landscape; be familiar and current with the latest technology trends and innovations, so as to drive innovation and efficiency. This will also drive NHG’s performance in achieving NHG’s Population Health Aims and sustain our operations.

 

The scope shall include but not limited to driving the development of department/division strategies, developing plans and facilitating discussion to empower business leads and users to implement the digital plans in line with business transformation, resource acquisitions, internal/external stakeholder management as well as overseeing the execution with accountability for the approved milestones/budgets/timelines and in compliance with directions given by the Chief.

 

2. MAJOR DUTIES & RESPONSIBILITIES

 

PRIMARY ROLE

 

  • To drive NHG’s digital transformation efforts and associated change management for population health plans, relationship based care and integrated care with primary and community care providers and partners. Performs role of Secretariat to Digital Community of Care Steering Committee and Adoption Committee.

 

  • To support the Population Heath leadership in business transformation efforts through the implementation of IT strategy and digital products in alignment with the overall business needs and plans. In particular, he/she will work closely with the Chief Clinical Informatics Officer (CCIO) and the Population Health Management and Planning team of Population Health Campus in the development of the digital strategy and data strategy for the our residents and patients.

 

  • To lead the Digital Services Team to ensure smooth and effective engagement, implementation and evaluation, in accordance with the goals and objectives and developed strategies under Population Health, in consultation with internal and external stakeholders, which maximises engagement and garner buy in.

 

  • To lead the Digital Services team to translate approved digital plans into implementation, execute, monitor/control them and adapt according to lessons learnt, changes in environmental factors, new requirements, etc. It also includes efforts to mobilize relevant external resources, content, etc. to support the aforesaid. 

 

  • To work with internal stakeholders on necessary reviews and reporting.

 

  • To build trust, deepen relationships and manage stakeholders to smoothly fulfil the aforesaid areas of responsibilities.

 

  • To lead the planning, coordination, implementation and evaluation of pilot digital projects with internal/external stakeholders.

 

 

GENERAL MANAGEMENT

 

  • To oversee administrative, reporting, budgeting, management approvals, presentations, procurement, agreements and other related works under the digital services track

 

  • To lead and undertake any other specific projects/tasks as assigned.

 

  • To support corporate initiatives under NHG HQ.

 

  • Conducts all activities with the highest standards of integrity, professionalism and confidentiality.   • Oversee, supervise and appraise the performance of any subordinates and develop subordinates in the course of work.

 

3. JOB REQUIREMENTS

 

(a) Education/Training/Experience

 

  • Min. Bachelor degree qualification from a recognized university. Preferably with healthcare information technology, change management and/or design thinking experience.

 

  • Preferably at least 10 years of relevant experience, of which at least 5 years involve leadership experience (equivalent level of Directorship). Preferably with healthcare background and a track record in digital innovation.

 

  • Demonstrates agility, systems thinking, teamwork, leadership, planning and successfully implemented projects in a dynamic environment.

 

  • Knowledge of business improvement and transformation through the use of technology, change management and design thinking approaches are advantageous.

 

  • Good project management skills.

 

  • Good interpersonal & communications skills and ability to manage stakeholders from diverse backgrounds at various levels of seniority.

 

  • Macro in perspectives and meticulous in implementation.

 

  • Good analytical, planning, risk mitigation, perception management & agile project implementation skills.

 

  • Good system-thinker with problem-solving skills in a dynamic and unstructured work environment.

 

  • Strong team player with the ability to build and maintain harmonious working relationships with internal/external stakeholders.

 

  • Working experience and/or certifications in healthcare information technology, change management and/or design thinking will be advantageous.
