Job Purpose

 

The Clinical Informatics Senior Assistant / Manager is responsible for ensuring the integrity, consistency and responsible use of the Electronic Medical Record system and the clinical and operational data contained within. He/she will oversee the user account access and data access and execute the frameworks governing the use of Electronic Medical Records (EMR) system and patient confidentiality.  The manager will also work with cluster departments and institutions to ensure the secure and appropriate use of our EMR, safeguarding patient information while optimizing access for clinical operations and data-driven initiatives.

 

MAJOR DUTIES & RESPONSIBILITIES

 

Areas of Responsibility

 

EMR User Access Management: Manage system access and use of NGEMR system. Drive, develop, implement, and maintain robust processes for EMR user provisioning, de-provisioning, and access level management, ensuring alignment with organisational policies and regulatory requirements.

 

EMR Data Access & Security: Manage and ensure the secure access to EMR data for various stakeholders, including clinical, administrative, and research teams. Implement and monitor controls to protect sensitive and important patient information. Facilitate and work with users as well as technical to determine the appropriate access controls and measures to ensure that users to work efficiently on the ground.

 

Patient Confidentiality & Privacy: Serve as a key resource for EMR-related patient confidentiality and privacy matters. Collaborate with privacy officers and legal teams to ensure compliance with all applicable data protection regulations (e.g., HIM-IST, PDPA).

 

EMR Governance: Manage the development and enforcement of EMR governance policies, standards, and procedures. Facilitate decision-making processes related to EMR configurations, data integrity, and system enhancements.

 

Stakeholder Collaboration: Work closely with institution OCIs, clinical and operations departments, legal, compliance, and other stakeholders to understand their EMR access and data needs, providing expert guidance and solutions.

 

Audit, Investigation & Reporting: Support and facilitate audit, investigation and reporting processes for EMR access and data breaches, generating regular reports to monitor compliance and identify potential risks.

 

AIAM Mapping Tables maintenance for NGEMR configuration: Facilitate decision-making processes related to NGEMR configurations, data integrity, and system enhancements for manage and upkeep the AIAM tables related to NGEMR access setup. 

 

JOB REQUIREMENTS

 

Education

  • Bachelor's degree in Health Information Management, Clinical Informatics, Computer Science, Information Systems, Healthcare Administration, or a related field. 
  • Professional certification in Project Management (including Agile), ITIL or equivalent areas is optional.
  • Technical proficiency in informatics tools and systems and familiarity with electronic health record (EHR) systems, particularly Epic EMR, is advantageous.

 

Experience

  • Minimum of 3 years of experience in clinical informatics, health information management, or a related healthcare IT role.
  • Experience with EMR systems (e.g., Epic, Cerner, Meditech) is preferred.
  • Understand patient confidentiality and data privacy regulations (e.g., HIPAA, GDPR, PDPA).
  • Experience with healthcare data governance frameworks and principles is preferred.
