JOB SUMMARY

 

As part of the National ID Research Coordinating Office (IDRCO), NCID, the Senior Executive/ Assistant Manager will provide effective administration and implementation of the objectives, strategies and initiatives of the National IDRCO in a coordinated manner across all participating hospitals/ institutions in Singapore.

 

He/she will manage the financial and administration of national grants funded and administrated through IDRCO to support and promote collaborative infectious disease research and public health initiatives in Singapore.
 

MAIN DUTIES AND RESPONSIBILITIES

 

The Senior Executive / Assistant Manager will be:

 

1. Administration of National ID RCO funded Catalyst grant and Fellowships

  • Assist with pre- and post- research grants administration activities, these include administer of grant calls, support grants submission and review process, organize review panel meetings, award processing and grant variation requests including closing.
  • Facilitate the procurement/purchasing, processing of claims/reimbursements, closure of projects and reporting outcomes.
  • Facilitate timely review and execution of research agreements.
  • Work closely with various stakeholders including the Principal Investigators, research offices, finance, funding agencies and other stakeholders. 
  • Monitor and track research progress and KPIs for all grants under Catalyst grant and Fellowship

 

2. Financial management and reporting of National ID RCO initiatives, progress and budget

  •  
  • Preparation and monitoring budget reports and requisition form to ensure that expenditure falls within the guidelines stipulated by the relevant approving authority's financial guidelines.
  • Coordination and preparation of fund requisition documents by liaising with PIs on their budget projection and expenditure, access financial statements from SAP system, prepare the template for fund requisition and approvals.
  • Preparation and process the transfer of monies funded project accounts by working with finance and the respective finance offices.
  • Process reimbursement claims for funded projects. Verification of invoices against supporting documents and funding guidelines before processing payment with finance.

 

3. Secretariat and administrative support for the unit

  •  
  • Implement the aims and objectives, and coordinate the network communication between the researchers and doctors across all participating hospitals and institutions in Singapore.
  • Provide secretariat support and coordinate various initiatives and meetings to facilitate collaboration.

 

GENERAL

 

  • Assist to communicate and execute NCID vision, mission, strategies and priorities
  • Work closely with Heads and other key stakeholders to execute workplans under IDRCO
  • Undertake ad hoc assignments as assigned by Supervisor

 

 

EDUCATION & EXPERIENCE

 

•    Bachelor’s Degree, preferably in Biomedical Science or have minimally 5 years of relevant experience in handling research administration and grants management including financial management such as processing of claims/reimbursements
•    Familiarity with Singapore’s biomedical research landscape especially in infectious diseases research would be advantageous
•    Good written and oral communication skills and ability to multi-task
•    Meticulous, detail-oriented, responsible and able to work independently yet a team player
•    Excellent organization and problem-solving skills with the ability to respond effectively in a fast-paced environment
•    Good interpersonal skills, pleasant personality with good working attitude
•    Good working knowledge of MS office applications
