The Hospital without Walls arm under DHSO supports the TTSH Digital Transformation Council (DTC) to drive digital standards, process and policies that accelerate the pace of innovation for the Strategic Innovation Programmes (SIPs) workgroups and Digital Innovation Technologies (DITs) workgroups.
JOB SUMMARY
As the Programme and Project Manager at the Digital and Smart Health Office, you will play a pivotal role in driving the digital transformation efforts across the organisation. Under the Hospital without Walls team, you will be responsible for overseeing both programme-level initiatives and individual projects that contribute to the next phase of the organisation's digital strategy (HoW2.0)
This role requires a self-motivated individual comfortable with dynamic work requirements and multi-tasking. Strong verbal and written communication skills are essential, as is the ability to work effectively with diverse stakeholders at all levels of the organisation.
MAIN DUTIES AND RESPONSIBILITIES
As Assistant Manager, HoW2.0 Programme and Project Management, your main duties and responsibilities include:
- Project Management
- Work directly with project owner for overall project management, ensuring smooth operations and timely delivery of project milestones.
- Track project progress, outcomes, impact, and budgets, using appropriate project management tools and methodologies.
- Prepare all related approval papers and agreements.
- Prepare and deliver comprehensive project reports to stakeholders to grantors and various levels of the organization.
- Navigate the digital innovation journey, working closely with key subject matter experts and stakeholders, including Ministry of Health (MOH), Synapxe, National Healthcare Group (NHG) and other related agencies, vendors and collaborators and internal functional groups (e.g., legal, IT, procurement, and finance).
- Manage the knowledge management registry that tracks digital innovation efforts and collate lessons learnt to reduce duplication.
- Programme Management
- Oversee and report on the HoW2.0 journey progress, outcomes, learnings, and budget utilisation to journey thrusts on a routine basis, and present to the Digital Transformation Council (DTC).
- Consolidate and report journey and programme progress, outcomes, and budget utilisation reports for updates to senior management and the grant body.
- Plan and conduct key institution pre-budget exercises, facilitate project reviews or approval, and other duties assigned to the DTC Secretariat.
- Facilitate and prepare for future funding phases of HoW2.0, including developing funding proposals, identifying key performance indicators and deliverables and liaising with relevant stakeholders to secure support.
- Monitor and evaluate the overall impact of the programme, identifying areas for improvement and opportunities for scaling successful initiatives.
- Identify and manage programme-level risks and dependencies across multiple projects.
- General
- To be a change agent and promote knowledge sharing and inculcate mindset change for hospital-wide/ departmental level initiatives and to establish a working environment of collegiality and effective teamwork.
- To undertake any other duties assigned by the Supervisor.
JOB REQUIREMENTS
- Good degree with 7 years of working experience in project management, innovation programme management, business improvement and transformation through the use of technology.
- Dynamic and self-motivated individual and enjoys working in fluid and fast-paced environment.
- Ability to work with both business and technology stakeholders in context.
- Good relationship building skills to quickly establish rapport and productive relationships.
- Good understanding and knowledge of current IT innovations, and to consistently keep up-to-date with technological advancements and applications of technology in an organization.
- Strong interpersonal and communication (presentation, verbal, written, and listening) skills.
- Good management skills and ability to multi-task.
- Ability to work well independently and as a team player.
- Experience in healthcare administration or Healthcare IT would be an advantage.
- Digital Project Management experience and certifications would be an advantage.
- Experience with visualization tools, analytics software, no-code/low code programming are an advantage.
- Any experience with program evaluation or research is also an advantage.
