Assistant / Manager (WSH & Fire Safety), Operations Support Services

Broad Function

Develop and sustain a robust campus Workplace Safety & Health (WSH) and Fire Safety system, including but not limited to ensuring compliance to all related regulatory requirements, training, audits, incident reporting, follow up and management review. Work closely with Senior Fire Safety Manager (SFSM) to ensure campus Fire Safety programme, with WSH operational safety, are well maintained in safe campus.    

Key Responsibilities and Duties

Specific

1. Work with stakeholders to sustain WSH compliance and licensing framework, ensure licensing issues, incident prevention/reporting/ follow up are addressed in a timely manner. These include but not limited to:
   1. Proper storage & management of hazardous substances (under NEA/SCDF/SPF regulations)
   2. Workplace safety management (under MOM guidelines)
   3.  Other licensing & safety compliance requirements where applicable
2. Develop and sustain WSH and Fire Safety system and QA cycle, including training, inspection and audits for Hazards Identification (HI), Risk Assessment (RA), Incident Reporting, follow up, trend analysis and management review.
3. Work closely with FSM to maintain robust Fire Safety Programme, including by not limited to supporting ground inspections, audits, fire safety training and drills.
4. Perform secretariate and chief co-ordinator role for WH Workplace and Fire Safety Committee under WH Total Workplace Safety Health (TWSH) Council. Review safety incidents, update, provide recommendations to WH senior management as required.     
5. Work closely with FM, ensure contractors’ compliance to WH House Rules and Permit-To-Work process, including adequate risk assessment and controls are in place before and during works.  

General

1. Working closely with OSG team to support hospital activities and related projects. 
2. Perform all other tasks and duties as directed by D OSG, or D OSS.

Job Requirement

Education / Training / Experience

1. At least 4 years of related working experience, with min. 2 years relevant experience in maintaining organizational WSH system for Assistant Manager position. This includes working closely with diverse groups of stakeholders to ensure both operational and regulatory requirements are met.
2. At least 5 years of related working experience, with min. 3 years relevant experience in leading and maintaining organizational WSH and Fire Safety system for Manager position.
3. Experience in supporting and maintaining organizational fire safety programme.
4. Experience is analysing safety data and trends, able to provide practical recommendations.   
5. Recognised Degree.

Professional License (if any)

1. MOM Licensed Workplace Safety & Health Officer
2. SCDF Certified Senior/Fire Safety Manager
3. NEA Licensed Environmental Control Officer (Preferred)

2. Eye for details. Analytical driven, able to organise, interpret data to identify trends, anomalies and provide meaningful recommendations.
3. Strong leadership skills, excellent communication and negotiation skills to bring across key points.
4. Ability to influence and drive consensus.
5. Familiar with various authority requirements, documentation, submissions and reports to different authorities for WSH & Fire Safety.

Others

1. Required to be activated back to hospital to support incident management and investigation as necessary.
