Assistant Director/Manager, Finance Services and Financial Reporting (2-year contract)
As Assistant Director/Manager, Finance Services and Financial Reporting of the Communicable Diseases Agency Planning Office (CDA PO) set up by the Ministry of Health (MOH), you will support Deputy Head, Finance Services and Financial Reporting in the setting up and management of the finance function of the Communicable Diseases Agency (CDA).
The CDA is a new government agency that is being established by the Ministry of Health (MOH) to oversee Singapore’s communicable disease preparedness, prevention and control, surveillance, risk assessment and outbreak response. The CDA PO’s role is to plan and execute the setup of the CDA, which will consolidate and build on the public health functions under MOH, the National Centre for Infectious Diseases, and the Health Promotion Board.
You will be working in a fast-paced and highly volatile environment that will require you to manage multiple stakeholders and priorities concurrently for a smooth transition to the CDA.
You will play a key role in the Finance team of the CDA PO. Your key responsibilities include the following:
- Assess and determine an appropriate model to manage CDA’s finance processes pertaining to key finance functions e.g. accounts payable, accounts receivable, financial reporting, tax reporting and asset management and work with key stakeholders to onboard CDA to the identified model
- Work with key stakeholders to set up CDA’s financial system and ensure it is operationally ready when CDA is formed
- Set up frameworks, processes, templates and approving authorities for key finance functions, including accounts payable, accounts receivables (fees and charges), asset management, tax reporting and financial reporting (month-end and year-end), that are aligned with the Finance Government Instruction Manuals and Statutory Board Financial Reporting Standards
- Ensure proper governance in the transfer of assets and other balance sheet items from the relevant agencies to CDA (if required) upon its formation
- Put in place the external audit process for CDA’s financial statements, including appointing CDA’s statutory auditor
Job requirements
- Tertiary qualification in Accountancy and/or is a Chartered Accountant/Certified Public Accountant
- At least 6 years of experience in managing key finance functions and preparation of full set of accounts, including group accounts, of statutory boards or private sector companies as well as managing the external audit process
- Familiar with prevailing Statutory Board Financial Reporting Standards, Finance Government Instruction Manuals as well as best practices in financial governance and control
- Strong analytical, critical thinking and problem solving skills
