Assistant Director, Office of Clinical Governance
STATEMENT OF PURPOSE
The Assistant Director of the Population Health Office’s Office of Clinical Governance (OCG) will lead clinical governance, integration and development across NHG Population Health. In this strategic role, the AD builds and strengthens frameworks that ensure clinical excellence. This includes developing and operationalising Total Workforce Safety and Health (T-WSH), supporting NHG Population Health’s clinical leadership in advancing professional development across disciplines, and fostering inter-disciplinary collaboration to enable strong trans-disciplinary professionals and teams in the primary and community care settings. The AD also oversees clinical services and development (including licensing and professional credentialling) for healthcare professionals in NHG Population Health, with a focus on Primary Care Office, Population Health and Community Care missions. This role requires strong strategic planning, stakeholder engagement and project management skills to enable collaboration across cross-functional teams, and drive innovation in healthcare delivery models to meet the evolving needs of population health. These efforts will contribute to the delivery of our population health strategy and implementation plans in Central and North region of Singapore.
MAJOR DUTIES AND RESPONSIBILITIES
1. Clinical Governance
- Lead the development and operationalisation of clinical governance, including T-WSH, for NHG Population Health.
- Support NHG Population Health’s T-WSH Council to coordinate and implement Total Workforce Safety and Health needs of NHG Population Health on infection control, occupational health, and workplace safety initiatives.
- Oversee licensing of services in NHG Population Health, with a focus on service provision by Primary Care Office, Population Health and Community Care missions.
- Supervise the development, monitoring and communication of policies for clinical processes in order to ensure patient safety and quality care throughout NHG Population Health.
- Stay abreast of industry trends, best practices, and regulatory changes related to clinical governance and professional development, applying knowledge to inform decision-making and drive continuous improvement initiatives.
- Work closely with MOH to ensure healthcare regulations are implemented in NHG Population Health.
2. Clinical Development
- Collaborate with Professional Family Groups to drive and support inter-professional collaboration and workforce transformation within NHG Population Health.
- Support NHG Population Health Clinical Leadership in developing and operationalising professional development frameworks and roadmaps for NHG Population Health.
- Oversee accreditation and credentialing that support individual professional groups to enable professional development and clinical excellence.
3. Clinical Integration
- Support NHG Population Health Clinical Leadership in developing and implementing clinical strategies across NHG Population Health, in alignment with key MOH and NHG Health strategies, including but not limited to mental health, cancer survivorship and care transformation.
- Foster collaboration and partnership with key stakeholders, including healthcare professionals, administrators, community organisations, and regulatory bodies, to achieve NHG Population Health’s shared goals and objectives.
4. Team Leadership and Stakeholder Engagement
- Provide leadership, mentorship, and support to team members, fostering a culture of innovation, continuous learning, and excellence in healthcare delivery.
- Collaborate with internal and external agencies, including MOH, representing NHG Population Health's interests and advocating for policies and initiatives that promote population health.
JOB REQUIREMENTS
(a) Education/Training/Experience
- Good bachelor’s degree in any discipline.
- Preferably with 7 years of relevant working experience in healthcare sector and/or Policy Development/Strategic Plans/Clinical Governance.
- Having healthcare operations and/or clinical experience will be advantageous, especially in Medical Affairs, Professional Development and/or Clinical governance.
- Experience in delivering projects across the full life cycle (i.e. project conceptualisation and strategic planning, policy and regulations navigation, data collection and analysis, stakeholder engagement, budget approvals and management, and project implementation).
- Must possess strong forward planning, strategic thinking, administrative and project coordination skills.
- Strong written, analytical and communication skills.
